You’re leaving because the first floor is gone. The dog that alerts or guides you is coming. That’s not a debate at the shelter door.

Hotels and official shelters have to work with service animals. They can ask two limited questions. They can’t charge a pet fee or send you back into the water.

Emotional support animals are a different legal category. Don’t blur the words if you want the desk to move fast.

Do this now

  1. Keep the animal with you. Don’t leave a service dog in a flooded house “so intake is easier.”
  2. Bring your ID, meds, and the animal’s food, vest if you use one, and waste bags.
  3. At intake, say “service animal” and what task it does if they ask. You don’t owe them a stack of papers.
  4. If a hotel quotes a pet fee, ask for a manager. A service animal is not a pet under federal rules.
  5. If you’re turned away and it’s unsafe outside, call 211 or Red Cross at 1-800-733-2767 and say you have a service animal.

What staff can and can’t ask

They can ask if the animal is required because of a disability and what work it does. They can’t demand a demo in the lobby or a special ID card. If the dog is out of control or not housebroken, they can ask you to remove it. That’s about behavior, not breed. Keep the animal leashed or harnessed unless that blocks the task.

Pet-friendly cots and service-animal space are not the same pile. After Harvey-style openings, some sites split animals to overflow kennels. A service animal stays with you. If a volunteer tries to crate your guide dog “with the pets,” ask for the shelter lead. Be calm and specific. You’re tired. So are they. Clear words still work.

Say so early. The service animal stays. The pets may need a different plan: a friend, boarding, or a pet-friendly site. Don’t abandon the pets in the parking lot to win the service-animal argument. Two plans, one household.
