If someone on your street says FEMA is going to make them whole, they’re confusing a grant with an insurance check. Individual Assistance is narrower than that. It exists to get people into a safe place and to cover some essential losses when insurance does not.
It might help with temporary housing, some home repairs, and some necessary items. It won’t buy a better kitchen than you had. It won’t pay your small-business interruption. It will not replace a flood policy you never bought, dollar for dollar.
You should still apply if the area is declared. Just budget like a human who read the letter, not like a human who read a meme.
Do this now
- Register if Individual Assistance is open. You cannot guess your eligibility from the porch.
- List essential losses: a place to sleep, a way to cook, medical equipment, and the rooms that make the house livable.
- Tell FEMA about insurance. Do not hide a claim.
- Keep receipts for hotels, essential replacements, and emergency repairs.
- Do not spend a hoped-for grant on a remodel before you have a determination letter.
The buckets people actually see
Temporary housing can be rental help or, in some events, other housing options FEMA announces for that disaster. Home repair help is about making a home safe and functional, not about upgrades. Other needs can include some essential personal property and some disaster-related costs when the rules of that event allow it.
Read your letter. The letter is the program. Your neighbor’s 2017 memory is not.
What you should not expect
Business inventory and lost revenue belong in an SBA conversation, not a household grant fantasy. Luxury electronics, landscaping, and “while we are at it” additions are out. Deductibles are not automatically a FEMA gift. If insurance already paid a line, FEMA will not enjoy paying it again.
Flood insurance proceeds reduce what FEMA considers unmet need. That is the design. It is not a personal slight.
Renters and owners are not the same form
Renters may see help for essential personal property and for a place to stay. They should not expect FEMA to rebuild the landlord’s building. Owners may see repair help tied to the home they occupy. If you own a rental across town, that is a different and often colder path.
If you were already in Houston Housing Authority or another assisted unit, tell the caseworker and FEMA. Parallel systems need the same address story.
A grant is not permission to ghost the house
If you get repair money, it is for the loss they inspected. Keep invoices. Houstonians often report spending the check on a month of hotels and then having a still-open wall. Make a tiny plan: dry, safe, livable. Then talk to SBA or your own budget about the rest.
If you get nothing, you can appeal. You cannot threaten an inspector into a larger number.
Verify live. Status changes hourly. Program rules for this event are on DisasterAssistance.gov and FEMA.gov. Letters in your account beat social posts. SBA.gov is the business and loan track.
