While you wait on a federal letter, Houston and Harris County are already running the unglamorous desk: street flooding calls, debris, boil-water notices, shelter lists, and public health. That desk is 311, the county’s emergency page, and 211 for the nonprofit layer.

Do not expect a city cashier to hand you a rebuild check because your street is famous. Do expect rules about where the ruined drywall can sit, whether the water is safe, and which lots are still closed.

Use the official pages. After every flood, fake “city grant” pages show up with a logo that is almost right.

Do this now

  1. Call 311 for City of Houston issues on your block: drainage inlets, debris questions, and urgent city services. Harris County residents should use the county’s published non-emergency channels.
  2. Call 211 for food, clothing, and local nonprofit leads.
  3. Read Harris County OEM and City of Houston emergency updates before you treat a rumor as a program.
  4. Follow the debris set-out rules once they are posted. Do not dump in a bayou or a vacant lot.
  5. If someone asks for a fee to “put you on the city list,” hang up.

What 311 and 211 are for

311 is the city service line: a blocked storm inlet, a traffic light out, a question about pickup, a city shelter rumor you want confirmed. It is not 911. If someone is in the water or a line is sparking, that is 911.

211 is the United Way / Texas Information and Referral layer. Housing leads, food, and local agencies. They will not rebuild a slab. They will name a real program if one is taking names today.

County OEM and flood control are different doors

Harris County OEM is emergency management: official instructions, recovery points, and the county’s disaster posture. Harris County Flood Control and the Flood Warning System tell you what the bayous are doing. Do not call Flood Control to register for FEMA. Do not call FEMA to ask why Brays is still high.

If you need a gauge reading, use the Flood Warning System. If you need a sandbag rumor confirmed, use OEM or the city, not a hardware-store line.

Health, water, and the house

Watch for boil-water notices from the City of Houston or your utility. Harris County Public Health will talk about floodwater, tetanus, and mold in general terms. Poison control is 1-800-222-1222 if someone swallowed or soaked in something that might be chemical, not just “dirty.”

If you live near the Ship Channel or an industrial neighbor and the water smelled like fuel, treat that as a health issue, not a DIY bleach project. Official environmental notices beat a neighbor with a shop vac.

Housing programs that might exist later

After large Houston floods, city or county housing repair programs sometimes open with their own income rules and long queues. They are announced. They are not the truck on your street today. If a program opens, it will live on a city or county page, not on a Facebook ad with a clip-art house.

If you already have a caseworker through a city housing or Harris County social service path, call that person. A new flood does not erase an old file. It does require a new photo set.

What Houstonians learned after Harvey-style floods

Apply on DisasterAssistance.gov when a declaration covers you, even if you have insurance. Federal aid generally cannot pay the same loss twice, but rental or other categories can still be open. Keep the FEMA registration number and the insurer's estimate, settlement, or denial. A denial on one bucket is not a no on every bucket. Do not promise yourself a check amount. Check current eligibility.
